Open Access Agreements

An Open Access Agreement is a simple, formal arrangement that allows telecoms operators to use public‑sector assets to install mobile infrastructure such as 4G and 5G small cells. It provides a clear, consistent framework that supports faster deployment and encourages investment in improved digital connectivity.

Small cells are compact mobile units that boost 4G and 5G coverage in targeted areas. They typically serve a range of up to 200 metres and are used to improve performance in busy locations such as town centres, transport hubs, and areas with poor street‑level coverage. They have become the preferred method for strengthening local mobile connectivity.

A Neutral Host Operator is a company that installs and manages shared mobile infrastructure that any mobile network can use. Instead of each network building its own equipment, one shared system supports them all, helping improve coverage more quickly and with less disruption.

Signing open access agreements helps deliver reliable mobile connectivity, supporting high‑quality digital services for residents and businesses. They enable efficient, cost‑neutral deployment by using existing public assets, reducing street clutter, and strengthening collaborative working with mobile network operators.

Cyngor Gwynedd and Denbighshire County Council have developed a standardised Open Access Agreement that can be shared with other public‑sector organisations across the region. The agreement provides a transparent, consistent process with a clear set of terms and conditions to support mobile infrastructure deployment.

Each organisation will need to seek their own legal advice,  using the shared template helps streamline the process and gives operators confidence in how sites will be managed.
